I think that in the Leagues, games should only be played using a round-robin system, as round-robin is more objective in determining the strongest player than a Swiss system.
I suggest 10+14. League 2 has more players because there are more average players than professionals.
The most important thing is that with this scheme, everyone will play against a player of approximately equal strength!!!
Rotation in the leagues - if half of the participants in League 1 are changed, and 75% in League 2, it will be pointless, in my opinion...
