My version:
Premier League - 8 players round-robin. 5th-6th places go to a transitional tournament with 3rd-4th places of the lower league, 7th-8th are relegated.

Non-Premier League - 16 players and Swiss system.
1st-2nd go up directly, 3rd-4th in playoff matches up to 2 wins or a group mini-tournament.
13th-16th places are relegated, 9th-12th in the transitional tournament (I'll explain why so many: quite a few strong newcomers arrive, and some veterans may lose interest or be limited by time), resulting in even slightly more players than 10+10, but also more rotation. IMHO transitional matches must exist, like an extra chance and an extra filter at the same time.
(so that ends up being 7 games in both)

Qualifiers - dunno.. but I doubt many players will gather for a Swiss system.

P.S. the rating stinks.

Yes, and one more thing: the time needs to be set to 6 minutes, because most TОПs of ХВ (and not only) already play at that time.
