Project "Money comes and goes, but Heroes are eternal!"

It should be implemented so that players can only fight against players of the same rank. Experts fight experts, and beginners fight beginners.

This is certainly... but in general... Imagine one leader (a major landowner) declares war on another... wins... and takes all of their land... and then what? Does the poor second landowner end up back with the landless beginners? Or how? ;)
