A moderator has the ability to move messages or topics to any other topic or sub-forum, but only if that topic, forum, or sub-forum is within their area of authority. For example, a moderator of the section for Heroes 5 cannot move topics or messages to the section for Heroes 3.
Well, why not? I once moved a topic from the general chat to the Art Gallery. I think you can move things to any place within your section, but if you put it in the wrong place, you'll have to sort it out later.
