In my opinion, the rules should address 4 scenarios: 1. When both players agree that the outcome is clear. 2. When both players agree that the outcome is clear, but they disagree on what it is. 3. When one player believes the outcome is clear, and the other believes it is not. 4. When both players believe the outcome is not clear. And in each specific case, depending on which round the disconnection occurred, the rules should specify what to do: replay from the beginning, repeating the moves; replay from the beginning without repeating the moves; or disband the troops.
