In principle, the strongest town is the town of elements. Phoenixes are weaker than other top-tier creatures, but not by a factor of 2, but much less. Also, it has a very easy start and decent commanders. On very large and possibly larger maps, Necropolis is strong, but not on medium-sized maps. The Barbarian town is also quite good, especially on medium-sized maps or if you have access to exotic dragons. The most useless town (if you can't raise demons) is Inferno.
