A couple of questions about the rules:

These rules are a mix between the seasonal rules and the ones that were used in SoY before, so they've been adjusted according to my understanding:)

14.b - hit and run is usually prohibited only in the first round - is it now prohibited in any round?

Yes.

14.d - what about neutral creatures? Can we attack them or not?

No, you cannot attack neutral creatures.
