After thinking it over, I realized that we simply have nothing in the rules regarding tents, outposts, etc. — an artifact, a conservatory, Dragon Utopia, or anything else could be located there. Let's vote if anyone is interested :)
I think there are several options:
1) you can fly over and take whatever you want
2) you can take everything except artifacts and Pandoras
3) you can only take them after visiting a tent
4) other options — don't be shy :)
in light of this rule
5.13. It is forbidden to take Pandoras, scrolls, artifacts, or visit any kind of objects from under shifted guards without killing the guards first. It is forbidden to visit objects, take Pandoras, scrolls, or artifacts using "Fly" or "Dimension Door" spells, as well as via angel wings, without breaking through the corresponding guards. Chests, campfires, and resources may be taken both using the aforementioned spells and wings, and from under shifted guards.
I think it would be consistent to say: "It is forbidden to take Pandoras, scrolls, artifacts, or visit any kind of objects from under outposts without first visiting the keymaster's tent..... then the rest of the text:) "
