There's no point in explaining that fire spells don't work underwater (with the exception of "Meteor Shower," but its power is reduced threefold, and it becomes a regular rockfall).

In that case, let ice magic deal one-third more damage (after all, water freezes well;)), and when lightning strikes, a certain portion of the damage has a +1 turn effect (when a chain lightning strikes, the effect is the same, but for multiple creatures).
