A program for determining luck/morality in Heroes 3!

to VDV, for which versions should the patch be available? Currently, it is available for SOD 4.0 RU, SOD 3.2 EN. There are no patches for versions SOD 4.0 EN and SOD 3.2 RU. Is it allowed to play on English versions in HW tournaments? Should patches be made?
