Hmm. Now a statement like that is exactly a sign of own deep noobishness. Sometimes sacrificing the economy even just a little bit is almost the only way out. Suppose you've used up all your restarts and you get a 2x2 respawn with one road to ГО, a crowd of Titans, no crypts, and nothing. But in a normal situation, of course, you might not even need to build the prefecture—if you same lucky with resources and money buildings. And then Dragon Utopia etc., so I wouldn't advise making such statements
When I first started playing, I used to try to build up the capitol; now I say—THAT is nonsense, complete nonsense... In the end, the difference in money isn't that great, because with the army you've recruited (instead of trying to build the capitol), you can easily clear out more powerful neutrals/treasuries.
