I think that Forge shouldn't be equated with the classic Heroes III – it should have been in Armageddon's Blade (even on the box art of the disc and cardboard box – if you look at the left side, there's an interesting building with 3 pipes – but they never changed the box art – off-topic). I think that Heroes and Might & Magic are one universe, and as they say, you can't take words out of a song. It's a pity that this city was rejected by the fans (so we never saw Archibald in Heroes III). Probably, it will just be difficult to fit this city into Heroes – that's probably the problem. But I think that Forge would fit well into Heroes.
