Garuna is a decent hero, but nothing more. Her specialization makes itself known in long games, when the attack bonus becomes noticeable. For example, by level 24, for each enemy creature killed, she gets +4 to attack, which is quite a lot. The specialization also determines the tactics for playing as Garuna - you need to focus attacks on specific creatures in order to destroy the stack as quickly as possible and, accordingly, get the bonus. The most optimal choice is enemy creatures with high attack potential, but which are very fragile themselves. A good example is Furies or Djinns. At the start, it is indeed possible to quickly get Fire Arrows and Orcish Machines. But still, Garuna is unlikely to be able to compete with Tilsegg or Haghesh.
P.S. Haghesh is getting a bit boring for me, to be honest, and I used to only play as her. Therefore, you can choose her initially, and then hire another Orcish hero, give him the Centaurs, and the start will be no more difficult than with the Warlord (O_o) of Centaurs.
