Thanks to everyone, especially for the hint about the fact that this is embedded in the map. I thought that the alliance needs to be concluded during the game. Like in the old games :-)
In general, if anyone needs it:
open in the Heroes 5 map editor H5_MapEditor.exe
Go to map properties View->Map Properties
Teams tab, check the Teams box and select how many alliances we need on this map.
