I've also seen PvP servers, and even played on them, so don't doubt it. One thing is simply having excessively high rates to reach level 40 from Kel Tir and get drops that allow you to buy BoP items; another is having an entire game system designed for normal rates.
And unlike my "I'm sure it will be," there's a real fact in the form of the beta, where all this is clearly visible.
