Are you kidding? They barely managed to balance 8, and even then, not perfectly. Experienced players are already making balance mods, etc. And with 15, it will be a nightmare. I don't know how it is at Ubisoft, but my opinion is that the 6th part will feature the Naga and the Free Cities of the East races, and it is quite possible that they will not appear immediately but as add-ons, similar to the 5th game.
