Everything new is just a well-hidden boyan :) I had a very, very similar idea :)
The ability is decent. But it needs to be balanced and balanced, because the prices are completely out of bounds. I suggest paying the cost of one week's growth. Also, I don't quite get how there can be 5 levels of ability development. If there is no Mastery Amulet on the map, but there is a Tear of Ashan, will the ability reach level 4?
The idea of stealing resources isn't bad, but again, it needs to be refined, because it's easier to go to the market and buy what you need.
