Wouldn't it be possible to make changes to the conditions of this tournament before it officially starts?
Usually, when a tournament is held for collecting creatures or the largest army, all troops must indeed be concentrated with one hero. But usually, several weeks (2, 3, or 4) are given, plus 1 more day to buy creatures (taking into account the weekly increase) from all captured cities and concentrate them with one hero.
Otherwise, if someone has developed well, captured the maximum number of cities, and developed them, then... everything is in vain? Because if a player simply wanders around the map and raises undead, and doesn't take cities by storm, they may end up with the same result compared to those who made efforts to capture and build the necessary buildings in cities, and then player 2 might be able to buy more creatures on the 29th day!!!!
