Well, Chaos also has quick access to tactics ))) with the exception that Order has two heroes to choose from: one of Life and one of Death... but Chaos only has one of Death... but in principle, the difference is insignificant...
As for the confrontation between these two factions, I'll say that both are good in their own way... and you can win with either faction... Order has very underhanded magic, and Chaos has very destructive magic ))) Order has Titans, which effectively resist Chaos, but Chaos has Black Dragons, which resist everything :-D in general, everything is relative... ))) the main thing is to correctly and effectively use the advantages of one faction and the disadvantages of the other to achieve victory )))
Much depends on the size of the map and the artifacts available to the two opposing sides. It can be noted that it is always much easier to develop with Order due to Djinns and some useful spells for the hero (for example, teleport). With Chaos, Black Dragons don't appear immediately, and it's not always possible to clear out neutrals without losses using Nightmares. The hero doesn't immediately become capable of destroying neutrals alone without an army. It's also bad that there is no hero with the Nobility skill in the Chaos castle to increase the growth of Black Dragons and other creatures. Considering that Order has such a hero, the Order army can be one and a half times larger than the Chaos army. At the same time, Djinns with the illusion of Titans are very effective. So, no matter how you look at it, Order has more chances in the fight against Chaos, which, of course, does not guarantee it victory. As I said, the size of the map, the location of the castles, and the artifacts can significantly affect the outcome of the battle.
