I'd like to add my two cents.
If a failure occurs during installation in a folder with Russian characters, I would recommend the following when specifying the installation path for WoG:
1) Do not use spaces in folder names:
instead of
C:\Games\Heroes III WoG
specify
C:\Games\h3wog
2) Do not use long folder names, more than 8 characters, i.e., for example,
instead of
C:\Games\HeroesIIIWoG or C:\Program Files\Heroes III WoG
again, it is preferable to use
C:\Games\h3wog

Charity suffereth long, and is kind; charity envieth not; charity vaunteth not itself, is not puffed up,
Doth not behave itself unseemly, seeketh not her own, is not easily provoked, thinketh no evil;
Rejoiceth not in iniquity, but rejoiceth in the truth;
Beareth all things, believeth all things, hopeth all things, endureth all things. Charity never faileth...
