Why? There's a bottle lying there under the wrecked ship. You pick it up, click on it as if to "drink," and it asks you if you want to teleport. You answer yes, and you appear in the city. Regarding the in-game description, I don't remember exactly, but it was something like "a very strange bottle." Maybe I didn't understand the question.
