Which level 4 monster is the best?

Regarding the damage, I agree – it’s a bit weak. Take, for example, the Knights; their damage, combined with the double strike ability, can be very effective. But that’s a good thing; if Vampire Lords had the same damage as Knights, it would create a huge imbalance.
