The same can be said about Titans and Rakshasas. After all, Cyclops, like Titans, rarely engage in melee combat from the very beginning of the battle; they shoot, while Rakshasas and Vives do engage. The definition that 6th-level creatures save more often than 7th-level creatures seems to apply to Necropolis, Elven, Dark, and Demon factions. After all, their 7th-level creatures go on the attack (all three dragons and devils), while the 6th-level creatures remain in defense (Ents, Hydras, Cave Dragons, and creatures with scythes).
