It's good if it's captivating! More often than not, it's quite the opposite! I remember, in one expansion pack (a pirated one, of course), I decided to evaluate the scenarios of one of the Campaigns (using the nwcValhalla method) just for fun. And what did I see? Maps that were absolutely unrelated to each other in terms of storyline, and the landscapes in some of them were simply awful – they completely killed any desire to play. In the end, I quit the game, deleted it, and launched my original "Heroes..." Hmm... and yet, the pirates even bothered to create a beautiful cover for the disc.
They also put in some decent music. No, I've come across some good Campaigns (from the ones I played) about Arthur or Frodo. The storyline and landscape were fine. I even wanted to play as Gandalf in the Lord of the Rings expansion after completing the Frodo campaign, but then I was in for an unpleasant surprise – the second mission had a glitch, making it impossible to complete. :( That was disappointing, I was actually interested...
P.S. In general, be prepared for such glitches. Although, to be honest, I don't see anything wrong with playing a pirated version. It's good for general development, so to speak ;) After all, there are separate, official versions for tournaments
