We just need to add an amendment to the rules stating that if, in the event of morale triggering, the pursuing side can catch up to the fleeing side, the situation should not be considered a stalemate, and the fleeing side must escape or pay a bribe. The same applies if the fleeing side has negative morale. A stalemate only occurs if there is no morale or if it won't help the pursuing side.
In case of disputes about whether morale will help or not, the check is very simple - constant morale is simulated by giving the pursuing side 2 turns in a row (morale triggers are skipped), meaning the fleeing side skips turns every other turn.
We have been thinking about this situation for a long time, and we were going to add an amendment to the rules, but then we forgot about it...:smile43: We will make a correction to the rules in the near future.
