In general, the Jedi Council in Knights of the Old Republic slightly disappointed me... Because, as you already said:
the authors of KOTOR are still far from a perfect script.
In the film, the Jedi Council is truly wise... But of course, no one disputes Palpatine's genius ;). By the way, if Qui-Gon Jinn had listened to the Jedi Council and abandoned the boy immediately, Palpatine wouldn't have achieved anything.
