I am currently also trying to level up Railaga as a Creature Ability (CA) hero in the original campaign in version 3.0.

However, the chances are close to zero. For CA in version 3.0, you need luck, wizardry, and chaos. I didn't risk being left without magic attraction from the education branch. And he also has defense at the start. Without the help of witches, I simply won't reach level 30, to which Railaga can realistically be leveled up. 2 witches in the 2nd mission have already turned their backs on him. One has summoning, and the other has logistics.

In 3.0, it is easiest to level up Vaishana as a CA hero thanks to his starting skills. And the hero himself is one of the best (IMHO). In any case, you need luck if there is no mentor on the map, and you are not using a cheating (IMHO) scanner. I don't use it on principle. In 3.0, it is easier to get CA than in other versions, because you only need to level up 3 skills for CA.

I recently got Agrail as a CA hero. But it is much easier for him. He immediately has an attack with Blade of Binding, and the witch in the first mission always gives logistics. Minus 3 level-ups. There are heroes who, even theoretically, cannot get CA without a mentor.
