To form a correct opinion about the capabilities of a particular faction, you need to read reports, as you said (let's switch to "you"). But even more benefit can be gained by playing against a strong player and reviewing their save files, preferably daily ones. That's how I more or less learned to play as Fortress and even achieved several victories against very strong players.

Now I will try to analyze the strategies for playing as Rampart in this way. I consider it a quite strong faction, capable of successfully opposing all others. And
