I can't give a definitive answer, but I'll try anyway:) - the map is indeed of a high level, in terms of script creation. I hope what I write next won't violate any rules - on the very first day, the player is assigned several variables with a random number from 1 to 14 (as far as I remember), and each of them changes something on the map - I didn't go into detail about what exactly. The save file was created after one of these variables was assigned - this means that other options are not possible - this is probably one of the reasons why there is no gold mine next to the city in the save file, even though it exists on the map.
All of the above is just an assumption, and I may be wrong.
