Artifacts in Heroes III.

1) The best artifact is the one that suits everyone and works in any situation, and a cloak is useless without Necromancer skills.
2) The Alliance provides a good stat boost, while the cloak provides 0.
3) You can use the Alliance right away, but with the cloak, you need to play for at least a couple of weeks to build up your army.
Of course, if you're a Necromancer and you have a couple of weeks, then there's no better artifact. But this is a specific case; you can find a similar situation for almost every artifact and say that in this case, it's the best!
And you're writing about the Shackles. I honestly didn't understand. Explain why it's the best. Justify it!
monarh, you can only remove the prayer after your opponent has used it. And an attack of level 6-7, especially with an expert prayer, causes significant losses in your ranks.
A lot of primary skills, or rather +21 to each, is, in my opinion, a very weighty argument! Even a level 1 Chirurgeon becomes a great hero with such an artifact. And if you put it on a good hero...
