Angels and Faceless Ones serve Elrath and Malassa, respectively. The Faceless Ones were almost destroyed in the war with the angels; only one remained, and future dark elves came to him to forge an alliance with Malassa. Black dragons are Malassa's dragons, just as fire dragons belong to Arcat and green dragons belong to Silanna.
