We need more builds. I think the council should include a large number of people so that someone is always on the forum to resolve situations.

1. Not quite. With the defense set, you might not be attacked once (but not twice in a row).

And with the attack set, you can additionally attack a second clan, but not the same one you are already attacking. We need to think about whether the defense set will completely negate the attacker's attack, or whether the attacker will simply choose two other clans to attack.

2. There aren't many builds left to come up with; I'm running out of ideas for artifact bonuses, and I wouldn't want to repeat them.

I think it's enough, considering that no more than 10 clans will participate in the Artifact Wars.

At most, one more set.

3. :) Why does someone have to be on the forum? 10 people from 10 clans will be enough.

With the maximum number of participants, there will be about 5 attacking battles per month,
and 5 defensive battles, and that's only for one clan that has the most sets.
Considering that all of this will be done by different players, it's fine.

But I remind you that collecting artifacts is not mandatory; victory will go to the one who collects all the clan relics.
Artifacts only help with this and speed up the process
