I'll explain. On the map, level 3 neutral creatures can certainly cause trouble (Djinn, Naiads, Cyclops, Ifrit for a fighter, etc.), but in the final battle, Nagas are definitely more dangerous than all of the above. Nagas are feared more than level 4 creatures. Because the "teleport, then double attack on an area with Wait" tactic is very, very dangerous. To take down a bunch of heroes with a single unit is only possible for Immolators, and even then, they don't have much of a chance with a rare setup, but this is not a problem for Nagas.
