To learn 5th-level spells, you need to upgrade the hero's magic school to the "Expert" level. Knowledge and spell power do not matter. 5th-level spells can be obtained in a town with a 5th-level magic guild, a Dragon Utopia, a Pyramid, or a Mage Treasury.
