all races are unbalanced, along with their heroes, except for the elves.

Exactly, they are the only ones like that, and that is a very attractive feature for them. The harmony of the Elven faction provides expanded gameplay opportunities against any race and under any conditions.

The imbalance of races can manifest not only due to heroes, but also due to racial abilities and the unique characteristics of each race. For example, it is easy to play fast games with a very popular race like Dungeon, but late-game can be quite problematic for them, and so on.
