I understand you're talking about the average, but this is incorrect.
I was referring to this when I said you're not calculating it correctly. :)
On average, a hero with OU starts at position 0.375.
Furthermore, an Orc can easily have an initiative higher than 15, and it's quite possible that they will go first, even against a hero with OU.

By the way, controlling a Necromancer and this tactic have nothing in common.
Controlling an Orc is an imbalance that cannot be countered by anything.
This tactic can still do something, so regarding the question of controlling in relation to this Orc tactic, it's only a plus for the tactic. :)

By the way, controlling is sometimes prohibited on maps for better balance.
