Clans Wars: on-line (Spring-2008)

My brother (Dudge) and I are planning to create a clan.
The name will be "Iron Crocodiles."
But I'm afraid we won't have 20 members by then.
Can we sign up for the clan championship before the guild is officially registered?
We have some people.
Nagan-4 is on board.
