You are absolutely right. I was also disappointed that the Creature Upgrade is now available to everyone. Otherwise, the Elves would have been simply AMAZING.
What bothers me is not so much the fact that the Creature Upgrade is available to everyone (it's useless for Haven or the Gnomes), but the fact that it's available to the Academy. Although Elves with alt-druids can also be quite powerful, I prefer the old, reliable light and Elven luck for them.
