But seriously, the third game is already very well-balanced, and coming up with anything else is probably unnecessary. They added Confluxes, and they clearly don’t fit the overall theme, but that’s already a case of imbalance. Neutrals are good because they are neutral and don’t belong to any Castle; if you put them in a Castle, who will be independent then?
