You can behave like that when the task is already accomplished. But now, it is necessary to make an effort to stir up the local players, at least some of them. Without attracting talent locally and the emergence of new interesting opponents, the "legionnaires" will lose all interest in the tournament. For example, I spoke with DeepMike several times about registering for HW in order to participate online; the gist of his answers was that he doesn't see the point yet.
