Yes... in the first Heroes game, it is very common for two heroes of the same Faction to be hanging out in the tavern at the same time. This happens after repeatedly buying the same hero, or when you simply buy a dozen or so heroes, naturally after firing the excess ones. Usually, such situations occur during scouting, but they are also possible in a clean playthrough (theoretically).

I would say... due to the small variety of units and the small battlefield, the variations in the behavior algorithm of computer players are much less than in later versions of the game. But nevertheless, it has its own unique features.
