Dark Dragon has less initiative, and this single point can be crucial. Now, about the ability: their double-damage attack is affected by luck, and in this case, the damage will be TRIPLE the base damage! Pretty impressive, right? I don't think so. Although, of course, if there's a chance to hit two stacks of enemies with Dragon's Breath, I'll do that instead of using the ability. But overall, I agree that Dark Dragon is slightly more powerful in terms of HP and damage, but it all depends on the situation.
