The Horde's Fury is also considered a spell, and creatures with the "Chaos Immunity" trait are immune to it. However, as an Orc enthusiast, I would say that it would be better to use it on Fury or Lizardmen rather than on cooldown. In my opinion, they can cause more damage, and knowing that the Warlock will likely have reflection, which is necessary for a lucky Wizard, I might not even use it at all.
As for which units are more logical to speed up/slow down, it's always a debatable situation, as both Orcs and Elves have units with the same initiative, and much depends on how the units are positioned on the attack bar...
