The idea is not bad for a special campaign based on The Lord of the Rings. But the units are boring due to their monotony – only orcs and ogres, and by the way, there were no ogres in The Lord of the Rings. There are Uruk-hai (by the way, it seems that this name was used not only for Saruman's (i.e., my) orcs, but also for some of Sauron's detachments), wolf riders, wargs, werewolves (there is a brief mention of them at the beginning of The Hobbit, where Bilbo says that he is ready to go even to the Last Desert and fight them; there are also Beornings, although they are good and turn into bears), giant spiders, undead. From Perumov, you could take Gurrs, Vastaki, Haradrim, Khandians, Umbar pirates, just bandits. That's how many I've already listed... And there is no need to include Nazgûl (there are only nine of them, unless they are used as a special unit in a limited quantity), orcs, goblins, and trolls, because they already exist. But again, this is if you are creating a race for a specific campaign. But it is unlikely that anyone will do this, and most of the cities that are currently being developed are mostly just talk (developers, don't be offended), only the Russian and naval ones are being developed more or less. Only Bastion has been created, and it will be released when Heroes of Might and Magic 3.59 is released. And you are unlikely to find people to implement this idea, at least make a more understandable concept. In general, the idea is original, but you also need to create my city, Isengard, Gondor, Rivendell, and Esgaroth. Yes, they are just begging to be included in the game mechanics of Heroes...
