No one is stronger! It all depends on the player, their skills, and their mind! Well, a little bit of luck matters too!

If you want to seriously test cities, you need to make sure the players have equal skill levels. But since that's impossible, you can test campaigns. Set up a campaign where the game plays for you using "gosolo" and see who wins, and there will be no arguments. ;)
