Is there a pattern to how skills are acquired?

How can I level up specifically the skill I want?! For example, when playing as Dwarves, I urgently need to get the Summoning magic skill! But I don't get it when I level up, no matter what I do??? Is there a system for getting the desired skill, or are they given randomly??? :smile32:
