Town Points – Is development becoming too formulaic?

Town points are definitely a well-conceived and carefully planned idea; otherwise, the already somewhat uneven balance would become even more apparent. As for the claim that everything is done "by the book," that's not true. In the same town, you can develop in dozens of different ways, depending on who you're playing against and what kind of units you're using.
