Since we're comparing them to the Sylvan faction, for the Sylvan faction, the Elven faction needs two skills at 15% (luck and logistics) and one at 10% (light), while the Tower faction has one at 15% (chaos), one at 10% (magic), and one at 8% (luck)... Therefore, the Sylvan faction's path to the Specialist Archer is preferable. However, all the abilities on the Tower faction's path to the Specialist Archer are useful, while for the Elven faction, for example, "Secrets of Light" is not very good, and "Storm Wind" isn't great either.
