You can view the inscription on the sign even with Notepad (notepad.exe). But that's, of course, a workaround.
For normal operation, you need some kind of hex editor. It has quite primitive functions, and there are many such programs.
I use HexEditPlus - it's available online and is free.

What is the result of this experiment, and what question did it answer?
