So, the Necropolis city is the closest to your needs.
The lower-tier units of the Necropolis castle are quite weak, but the higher-tier units have significant advantages. At the beginning of the game, the Necromancer is weaker compared to other factions, but by the mid and late game, it starts to gain strength. On large maps, the Necromancer can develop its castle to its full potential. All units of the castle (including neutral ghosts) are classified as undead and have immunity to spells that affect the mind, as well as to blessings and curses. They always have neutral morale.

Personally, I would say that in the late game, vampires and dragons play the main role. Liches are effective, but they need to be protected by almost useless and slow units like zombies or mummies. They have a lot of health and can serve as a good shield. And skeletons are scary when there are many of them.
Рок сотрёт в пыль своих врагов и сокрушит поток времени.
